Abstract
This article is a follow-on publication to Addressing Security in the Early Stages of the Project Life Cycle. It details the development and interpretation of the Security Rating Index (SRI), which provides a means of quantitatively assessing the level of implementation of security practices for a project. The SRI must be used in the context of consequence levels and threat levels. Consequence levels quantify potential results of a security breach over the facility life cycle. Threat levels quantify the intention and capability of an adversary to undertake detrimental actions. This approach allows comparisons to be made between projects with similar security considerations.Citation
